A leader would be the first target. I would not fault him for not volunteering.

But what if the leader is also one of the VIPs? They could have that advantage by getting people to trust them and the other six would know not to pick them off.

That's why I think we need a couple of different leaders instead of just one. As much as I don't wanna see people getting picked off, it might help us figure out who they're protecting.

If everyone is insistent on the idea, then we should have a system to keep everyone in check, including the leaders. No one person should hold all the power.

You would need at least eight, to guarantee a person who is not one of the VIPs.

I'm aware. That's why I don't like the idea of a leader in general.

[If only he had his dowsing chain, this would be over already.] But if it's taking one leader or taking a group of 8... We have a high chance of getting ones who aren't VIPs.

And aren't we making that council of 8 incredibly obvious candidates for conversion? Anything's better than just one leader, but who we can trust today might not be who we can trust tomorrow.

No matter what we do, there's risk. But I don't think everyone is able to be converted.

[Kurapika just settles her with a stern and unflinching look.] There's nothing that would make me join them, and I'm willing to swear my life on it.

I should clarify that, even as leader, I would not consider myself above suspicion. I would accept being at the top of the list of suspects for every murder, and would act in total transparency.

I would only be acting as an informal leader - no power would be taken away from anyone else. My ability to bring the group to ruin would be, essentially, zero.

42 people is a lot, it's hard for one person to keep an eye out on all of them and if we've got someone who knows how the VIPs might work, why not consider them too? That way everyone has an easier time working together to figure this out — if it really isn't a prank.

I'm mostly interested in making sure our one "leader" doesn't end up being a VIP themselves. A minimum group of 8 will do the trick, but I'd prefer more.

I think just as long as we don't split up into more groups then we should consider more candidates.

We've got six barracks right? We can nominate a leader from each of those and then narrow the choices to pick two more.

Hmm... Then in the case of an emergency, each barrack has a leader. There's still the issue of the one in charge of a barrack being a VIP...

[He lets out a sigh. There's no winning.]

Nobody said that this is gonna be easy. We have to take a few risks — how else are we gonna figure things out?

These are more than just risk, they're ones of life or death--if everyone were here willingly and signed up to those risks, that would be one thing. But they weren't.

That's the whole point. Whoever's using that PA system is doing this because they know there's no way to avoid casualties. A night where no one dies still means someone being converted or getting that key.

That's why we've gotta work together and use all out best assets to stop this as quickly as we possibly can.

There has to be an idea with lower risks. No leader at all, but maybe a set of rules...

We don't even know how they work yet. For all we know, they could try to pick out who they think is the weakest before they go for the strongest. Or do something completely different.

There's just a whole lotta factors to take into consideration and we can only do so much until this whole thing is put into action. That's why I suggested Levi, he might be able to help us with figuring out how they think.
