Without knowing exactly how they plan to motivate the VIPs, it's hard to say for sure. It's possible they're holding something over their heads. In which case, it's a matter of finding a way around that. But it's also possible that the VIPs are plants, in which case there's not much we can do. But given that they're allowed to convert people, I'm inclined to thing we're dealing with the former. If they're plants, converts would just be liabilities and obstacles. Chances are, they'll have some kind of threat or prize to dangle in front of the people they choose to convert as well.
